Overview

The American Recovery and Reinvestment Act (ARRA) of 2009 provides more than $700B in incremental funding for programs ranging from healthcare and social programs to energy and transportation. Inside the initiative is more than $100B in incremental funding earmarked for education and education programs. The goal of education funding is to take the opportunity to move forward initiatives related to school improvement and reform. 


Stimulus Package Allocation

Most of the education funding increases aid to already established programs like Pell Grants (supporting higher education) and IDEA (special education). The bulk of education dollars are allocated for "state fiscal stabilization funds." The funds can be spent on teacher effectiveness, college prep, vocational and school improvement.


Allocation Timeline

More than 1/2 of the funds allocated have already been earmarked, with the remainder coming between Fall 2009 and Spring 2010. All funds must be spent by the end of FY11.

  • There is no rollover provision so all funds must be spent by the end of FY11
